Artic sea ice extent fraud

There appears to be some fraudulent behaviour going off here.  At the moment North America and Europe are going through an extremely cold phase and one organisation claims that Artic sea ice is down drastically.

This other organisation claims that Artic sea ice has completely recovered.

Both graphs are supposed to be showing sea ice >= 15% ice coverage.

I trust the 2nd graph, but how does a scientific organisation get away with publishing false data.

Can anybody shed any light on this?
